Go somewhere to trade and make sure you have space in your cargo hold. Then select Buy Goods. Choose anything but Stabilium. Then for price press the number one as many times as you can until you can't add any more 1's to the price. Then click Suggest to suggest it as the price. They should agree and the price will be changed to 19961. Then buy as many of that thing as you can and it will ADD money to your account instead of taking away from it. Then once your cargo hold is full exit the trade and goto Engineering and jettison what you just bought but only if you want to. If you do you can go back to trading and repeat the process to get even more money.
