Previous Street Fighter IV costume packs were included on the disc itself and the online purchase did nothing but enable them in the game, but the next costumes pack will be the first one to be fully downloaded from the internet. This means that it will divide players to the haves and have-nots.
So, what'll happen when a player who didn't download the costume pack fights against a player who dons one of them? Simple, the have-not player will see his enemy in his regular costume.
Alternatively, players who don't want to buy the costume pack can download a free "Catalogue" add-on, which will allow them to see the new outfits on other players. Both the Catalogue and the costume pack will require a yet undisclosed amount of free disk space.
