Starting November 18th, players who download content from the PlayStation Network will be able to activate it on two consoles only, down from the current policy of allowing up to 5 different activations.
Moreover, players will no longer be able to buy content once and activate it on their PlayStation 3 and PSP, as - starting on said date - PS3 downloadable content will be activated on PS3s only (with the aforementioned maximum of two activations) and PSP content will be activated on PSPs only (also with a maximum of two activations).
Content purchased before November 18th will remain subject to the old usage policies and will be activatable on five different devices.
Sony didn't give reasons for the unexpected policy change.
