It may have taken a while but Valve has admited to the stutter bug as described by many Half-Life 2 users. The company has already released a patch through Steam which addresses those issues.
The problem is described by Valve's Gary McTaggart as being ...actually three different bugs. Two of them are fixed and should (hopefully) be out tomorrow. Still working on the third one which only happens on NVidia cards/drivers.
The patch on offer now, through Steam, fixes the two main problems but not the nVidia issue. In order to receive the update, users have to quit and reload Steam.
